Public Sector Workforce Division

Public Sector Workforce Division is a directorate of the Department of the Premier and Cabinet which assists the Government to achieve its economic development and social goals, working within the parameters of relevant legislation and Government policy.

The Public Sector Workforce Division is responsible for taking a whole of government approach to the public sector workforce.  It plays a key role in relation to workforce relations, wellbeing, performance and evaluation.  It also provides injury management and placement services to client agencies.

The Public Sector Workforce Division provides strategic leadership and policy support to Government, Chief Executives and the Commissioner for Public Employment.  It will report through the Chief Executive of the Department of the Premier and Cabinet to the Minister for Industrial Relations and the Minister Assisting the Premier in Cabinet Business and Public Sector Management.  The Divisions is responsible for frameworks and mechanisms to measure the achievement of relevant South Australia Strategic Plan public sector workforce targets.

Public Sector Workforce Division undertakes the following functions:

 Workforce Relations

  • Development of whole of Government wages policy framework.
  • Negotiate enterprise agreements for key public sector employment groups and other public sector agencies.
  • Industrial relations policy development, interpretation and expert advice to Ministers and Chief Executives.
  • Represent the Government as employer before industrial tribunals.
  • Management and resolution of major industrial disputes.
  • Support the Commissioner for Public Employment’s statutory functions in relation to determinations affecting conditions of employment (including remuneration).

Workforce Wellbeing

  • Development of whole of government workplace health and safety and injury management policy and strategy.
  • Strategic injury prevention and injury management.
  • Facilitate capability development programs for injury prevention and injury management practitioners in public sector agencies.
  • Strategic risk management interventions for whole of government in occupational health and safety and injury management advice.
  • Management of Crown exempt employer requirements.
  • Monitor, analyse and report whole of government workers compensation and occupational health and safety performance.

Workforce Performance

  • Implement whole of Government strategies, for South Australia Strategic Plan Targets 1.7 Performance in the Public Sector: Customer Satisfaction and Client Satisfaction with Government Services and 6.23 Diversity in the Public Sector: Women
  • SA Executive Service, including SAES competencies framework and assessment; performance development and assessment; training and mobility.
  • Whole of Government Public Sector Graduate Program.
  • Implement Premier’s Awards and Public Sector Week.
  • Manage whole-of-Government Notice of Vacancies function.

Workforce Evaluation

  • Support the Commissioner for Public Employment’s statutory functions, including:
  • Surveying and analysing of workforce demographics and capacity, for monitoring, planning and reporting purposes (for example, State of the Service).
  • Analysing of trends in policy and practice in employee management such as, remuneration, career development policy, employee attraction initiatives across jurisdictions, and benchmarking across the public sector
  • Development of employee management, and workforce, key performance indicators and measurements to support Government policy objectives and monitoring and reporting by the Public Sector Workforce Division and conducting monitoring, evaluating and reporting activities to fulfil the statutory obligations of the Commissioner for Public Employment.

Strategic Policy & Projects

  • Development of high-level human resource management policy advice.
  • Initiation and management of significant projects involving public sector wide outcomes.

Workforce Services – Placement Services

  • Manage placement of excess employees across the public sector.

Workforce Services – Injury Management Services

  • Workers compensation claims management and rehabilitation service for DPC and 25 client agencies on a fee for service basis.

Divisional Support

  • Provide a range of business and administrative support services to the executive and division.

Ministers

The Hon. Paul Caica, MP is the Minister for Industrial Relations to whom PSWD reports for the following functions: Workforce Relations, Workforce Wellbeing, Placement Services and Injury Management Services.
