Public Sector Workforce Relations
Public Sector Workforce Relations (PSWR) is a directorate of the Department of the Premier and Cabinet (DPC) which assists the Government to achieve its economic development and social goals, working within the parameters of relevant legislation and Government policy.
PSWR is responsible for taking a whole of government approach to the public sector workforce.
PSWR provides a key Industrial Relations and Workforce Wellbeing role, including high level policy development and expert advice to the Minister for Industrial Relations, Government and other senior level stakeholders on major matters, often involving significant budget impact. It also provides strategic leadership and policy support to Government, Chief Executives and the Commissioner for Public Employment.
To client agencies, PSWR also provides Injury Management and Placement Services.
PSWR undertakes the following functions:
Industrial Relations
- Development of whole of Government salaries and wages policy framework.
- Negotiate enterprise agreements for key public sector employment groups and other public sector agencies and provide oversight in relation to other enterprise bargaining within the Public Sector.
- Industrial relations policy development, interpretation and expert advice to Ministers and Chief Executives.
- Represent the Government as "Employer" before industrial tribunals.
- Management and resolution of major industrial disputes and oversight in relation to other industrial disputation.
- Support the Commissioner for Public Employment’s statutory functions in relation to determinations and standards affecting conditions of employment (including remuneration).
Workforce Wellbeing
- Development of whole of government workplace health and safety and injury management policy and strategy.
- Strategic injury prevention and injury management.
- Facilitate capability development programs for injury prevention and injury management practitioners in public sector agencies.
- Strategic risk management interventions for whole of government in occupational health and safety and injury management advice.
- Management of Crown exempt employer requirements.
- Monitor, analyse and report whole of government workers compensation and occupational health and safety performance.
Strategic Policy & Projects
- Development of high-level human resource management policy advice.
- Initiation and management of significant projects involving public sector wide outcomes.
- Manage whole of Government Salary Sacrifice.
Workforce Services – Placement Services
- Manage the redeployment process for excess employees across the public sector.
Workforce Services – Injury Management Services
- Workers compensation claims management and rehabilitation service for DPC and 25 client agencies on a fee for service basis.
